New: In North Macedonia, the digitalized camera system for traffic monitoring and control has officially started operating. Violators of regulations will face fines at the border. If you are planning a trip to Greece, this is crucial information not to overlook.

In North Macedonia, on February 1, 2026, the “Special Electronic System,” known as Safe City, officially began operating. High-resolution cameras on the highway to Greece now automatically monitor traffic and record violations, with fines awaiting you at the border. Currently, the most active zones are:

  • Corridor 10: Entry from Serbia (Kumanovo) and sections towards Gevgelija.
  • Skopje (almost every major intersection),
  • Tetovo and
  • Kumanovo.
  • Corridor 8: Road to Ohrid - in the trial phase.

Key points for tourists - summary

  • Fines are automatically issued by cameras, no longer requiring police intervention.
  • Foreigners receive a violation notice upon exiting the border (Tabanovce, Bogorodica/Evzoni).
  • Payment immediately or within 8 days, with a 50% discount for quick payment.
  • ANPR system reads foreign plates and checks vehicle validity.

What do cameras record? How does Safe City work?

Safe City is an electronic surveillance system with high-resolution cameras that detect:

  • speeding,
  • running red lights,
  • disregarding seatbelt laws and using a mobile phone (unofficially confirmed in the media).

Fine table (Verified amounts for 2026)

Based on the refined text of the Road Traffic Safety Law, these are the fixed fine amounts generated by the system:

Violation Law Article Fine (€) Detection
Failure to wear a seatbelt Article 23 40€ Automatic (camera)
Mobile phone use Article 24 40€ Automatic (camera)
Speeding up to +30 km/h Article 36 20€ Automatic (with tolerance)
Speeding +30 to +50 km/h Article 36 45€ Automatic (possible ban)
Speeding over +50 km/h Article 36 300€ Automatic + legal proceedings
Running a red light Article 111 250€ Automatic (camera)

Legal changes and tolerance threshold

  • New provisions enacted in December 2025 bring significant changes for drivers: Mandatory tolerance (Article 14): The law requires deducting a margin of error from the measured speed. On the highway (limit 120 km/h), the tolerance is 12 km/h, meaning the fine is only generated from 133 km/h. In urban areas (up to 50 km/h), the tolerance is 6 km/h.
  • Digital evidence and no signature required (Article 18): The system’s photograph is sufficient evidence. The driver’s signature on the record is no longer necessary for the order to become legally valid.

Procedure for foreigners: Border as a toll booth

For tourists in transit, the process is quick and inevitable:

  • Delivery of the fine: Violation data is sent in real-time to border crossings (Tabanovce and Bogorodica/Evzoni).
  • The fine is handed to you as soon as you scan your documents when leaving the country.
  • Payment: You can pay immediately (by card or at the border post office).
  • Discount: If you accept responsibility and pay within 8 days, the amount is reduced by 50%.

Where are the cameras most active?

Corridor 10: From the entry from Serbia (Kumanovo) to the section towards Gevgelija.
Cities: Skopje (almost every major intersection), Kumanovo, and Tetovo.
Corridor 8: Section to Ohrid (currently in the trial phase, but cameras are physically installed).

Final advice

Do not rely on old experiences or inaccurate information from unverified portals. The system, during testing only in Skopje, recorded over 110,000 violations.
Buckle up, put away your phone, and enjoy your journey to the sea without unexpected costs.

Safe travels!
